Text: "Most probable value of the velocity of propagation of disturbances in the ether, parts I and II" Veinberg deduced the most probable value of C from astronomical observations as 299.870 x 10 to the 8th cm/sec from terrestrial measurements. Thus light moves slightly slower in the vacuum of empty space than it does in vacuum on the surface of the earth. (in Russian). Odessa: 1903.
