SCALAR ELECTROSTATIC POTENTIAL

Text: "Scalar electrostatic potential may be regarded as a sort of "locked-in stress energy" of vacuum, as can any other vacuum potential. Changing the potential in a region or at a point changes the amount of the "locked-in" or "infolded" vacuum energy available or stored in that region or at that point. Yet simply changing the potential at that point or in that region need not involve any local expenditure of work there; the work may be expended elsewhere, and the results realized directly at a distant region by a change in that region's potential, according to the Bohm-Aharonov effect. In the remote region, charged particles are imbedded in vacuum potential by their virtual particle charge flux, and in the induced potential gradients the imbedded particles move, producing electrical and magnetic forces and fields and performing work."
