Gives details of Mueller's experimental tests on a Bedini free energy device, indicating that the device exceeds 100% efficiency in the ratio of power out (consumed) to power in. Bearden presents a theoretical conceptual explanation of how the device works and where the energy comes from. According to Bearden, the device produces a percentage of negative time and negative energy, inverting the Dirac sea and producing free electrons from vacuum. Features which strongly support this are described.
