Text: The history of physics. This book contains the following assertion: "Terrestrial measurements give systematically a value for the velocity of light which is higher than that obtained by means of astronomical methods; the reason for this is unknown." Implies that the speed of light in a hard vacuum on the surface of the earth is greater than the speed of light in a hard vacuum in deep space, and that the speed of light in vacuum is not a constant after all. This accords with the scalar electromagnetics view, where the speed of light in vacuum depends on the intensity of the virtual particle flux that comprises that vacuum.
