Text: "Moscow, June 11, 1977," Soviet scientist Valerie G. Petukhov handed Robert Toth, Los Angeles Times Correspondent, a paper providing the scientific theory of the mitogenic radiation emitted by living cells. The theory was based on particles of vacuum. Soviet KGB agents seized both persons, claiming passage of state secrets. The Soviet theory of energetics is based on particles of the vacuum medium. The Soviets appear to have highly weaponized these effects, under the guise of their "energetics" program.
