Text: "On random fluctuations of the velocity of light in vacuum,"" (in Russian) The velocity of light is higher when measured on earth than when measured in space. This implies that the intensity of the virtual particle flux of vacuum on earth is higher than the intensity of the virtual particle flux of vacuum in deep space. This is as expected, since the charge of vacuum is augmented by the charge of the charged particles of the earth.
