You mentioned mixing etyl-alcohol with gasoline as means of adding water to 
the fuel supply.  Do you have anymore information or insight into this 
approach, one I haven't heard of.
The Gunnerman patent allows for mixing up to 40% water using an emulsifier 
but in practicality, 20% added to a naphtha base has been effective.  The 
addition of surfactants makes a difference, certain lubricants solve 
oxidation. 
One proven invention uses a splicing device to mix water and diesel 
affordably at the those levels.
