Hi Ron!

This entrainment effect that produces the upwelling is what Puthoff,
Haisch and Rueda were referring to in their paper on 'ZPE as the cause
of Inertia'.

Why is it when you slam on the brakes of a car moving 60 miles an hour
do you get pushed against the steering wheel?? Inertia, ok, but what
is that?

They say it is basically aether/zpe which became entrained as the mass
of the car moved through it.
When the car stops, the aether/zpe continues to flow which pushes your
mass against the braking automobile.

Thus the aether has viscosity and is captured by mass to various
degrees.

As pointed out by the account of the counter rotating disks by our
mystery F/E guy, nature over compensates.
