Nope just the opposite.. Voltage only. As an approximate rule of thumb..
for uniform fields at al frequenices up to about 300MHz.. the breakdown
gradient of air is 30KV per centimeter or 75KV peak per inch at STP.

Now my question for this post somewhere.. stating 1 x 10(13) volts or
higher... is HOW DID THEY MEASURE THIS????
