In our local paper The Derrick, http://www.thederrick.com,
in Pennsylvania on Saturday, Aug/29/1998 there was are
rather nasty item:

"Bell Atlantic Request PUC Examining Cost of Internet Access":

"The state Public Utility Commission is examining whether
Internet users should be able to access World Wide Web sites
at the cost of a local telephone calls or PAY THE EQUIVALENT
OF LONG DISTANCE RATES."

"Commissioner Aaron Wilson Jr. said the formal investigation
was prompted by a petition filed by Bell Atlantic Corp.,
which he said is prepared to argue that Internet calls
SHOULD BE TREATED AS LONG DISTANCE CALLS."

Watch for this in your part of the world. I'm sure 'they'
are not going out of the way to tell people about this.
