Norman Wootan believes he has a lot of the details worked out, though nothing
built yet. He has sent me an email to that effect. I would have quoted that
to the list, but I have a personal policy to not do that unless he permits me.

I would like to see us proceed as follows:
1. Norm, post to the list what you have.
2. Jerry, set up a place to organize the information. I'd recommend not
stuffing every little thing in that place. I'd like to see everything that
would provide a complete picture, but leave out the fluff. Allow (and
encourage) questions from the list to dictate the level of detail.
3. I'd really like to see a plan and budget. This may seem like so much
bureaucratic overhead, but it does several things. The structure it would
provide would give direction and speed. It would also help to determine what
documentation should be saved in the place mentioned in two above.

Lastly, I'd like to see a commitment a long these lines: The Clem engine
would be hooked up to a generator that would power a home (or more). The
money savings from no electric bill would be pumped back into the project
over, say, a five year period decreasing by $/5 each year. That money would
be used to build another which would be utilized in like fashion. And so
forth. Simply put, the energy production would fund the project.
