I was trying to figure out why I feel I've heard of negative potential when I read this, then I remembered that all modern telecom companies use negative potential (-47Vdc). It seems that it helps that their communications lines, carrying negative potential, avoids oxidation and lightning strikes.
I'm not sure if this is what you mean, but it sounds like it.
