This could be a mixtrue of concrete, water & cellulose fibre with borax.
We use sellulose fibre here in Oz for roof insulation. What it is is
basically paper that has gont through a hammer mill and borax has been added.

You can actually take a handful of the stuff and apply a butane blowtorch to
it and it won't burn your hand!
