Perrault might SAY that about the California group, but he admitted to
the people complaining about the failure of the device that he'd never
built it himself, yet was selling plans claiming a working device would
result from them....i.e. fraud....this mystery group in California should
step forward if they have made a working device based on anything,
otherwise, just another unsubstantiated CLAIMS..

Let's see if I can make sense of this....no framework...does that mean
testing institution like Puthoff/Little down in Austin? Perhaps Walt
Rosenthal out in California?

For my money, a consensus of proof would be many independent people
scattered all over the world who bought, BUILT (my favorite) or were
loaned a working device....which they tested as comprehensively as they
could...and it worked as claimed.

Though in any true free energy device, the proof is astoundingly simple,
it runs itself and a load without any outside power being provided.

Hard to dispute a machine/circuit that keeps on running and doing work in
the presence of many people.
