Well I read it and think it is just a transformer. I really did not see
mention
of disconnecting the source when extracting the 300W of power.

Essentually what is accomplished is the making of a traveling wave long
wire antenna. A long wire is one that is greater than one-half wavelength
long. A very narrow antenna pattern can result (20 degrees or so) with
all the power radiated. Now place a tuned antenna near the radiation
and you have an effiecient transformer. Here is a approximation for
expressing the angle of maximum radaition: cos-1(1-(.371/(L/lambda))).
The radiation resistance of a traveling wave wire antenna is typically
200 to 300 ohms and the termination resistance should equal this for
for maximum power transference.

Anyhow, that just my two cents on it. His theory basis is not valid for
energy to be emitted:

"In an Electricial Power Accumulator, a syncronized oscillatory circuit
having same frequency as the earth generated currents, said circuit parallel
with and in proximity to the earth, said circuit adapted to accumulate and
utilize current generated by the earth rotating on ist axis. "
