General
Mr. Alfred Milnes, M.A., in his masterly paper, printed in the Journal of the
Royal Statistical Society, Vol. LX., Part III., September, 1897, shows
conclusively that the reduction in infant mortality is entirely due to improved sanitation, children being peculiarly
susceptible to the effect of insanitary conditions. He has extracted from the
45th and 55th Reports of the Registrar-General the annual average death-rate per
million living in the decade 1871-80 and in the decade 1881-90. For
the towns of
Whitechapel and Hampstead, averaging these two decades, it appears that the
mortality for all ages is about 7,300 per million living greater in Whitechapel
than in Hampstead, while for those under five years old the mortality of
Whitechapel is about 37,500 per million living more than the mortality in
Hampstead, showing that the conditons adverse to life in Whitechapel are in the
case of infants under five years five times more fatal than they are upon the
population taken as a whole. These figures show that improved sanitation is
quite sufficient to account for the reduced fatality from small-pox in children.

The original source of his vaccine lymph was the matter from ulcerating sores on the udders of cows, a disease transmitted by the filthy hands of the milkers; he discarded this later for the greasy discharge from sick horses' heels; but since then there can hardly be an available species of animal but has been used to supply the "virus." As was stated in an editorial comment in the Lancet of May 13th, 1922: "No practitioner knows whether the lymph he employs is derived from small-pox, rabbit-pox, ass-pox, or mule-pox." Dr. Monckton Copeman, Inspector to the (then) Local Government Board, favoured matter taken from a smallpox corpse in the post-mortem room, inoculated first into monkeys, next into calves, and then into children, but for many years now the Ministry of Health have repeatedly confessed their complete ignorance in regard to the ultimate source of their own official supply. 1909 New York Press, January 26,1909 publishes a report by W.B. Clark which states, "cancer was practically unknown until cowpox vaccination began to be introduced. I have seen 200 cases of cancer, and I never saw a case of cancer in an unvaccinated person."

A similar Local Government Board Inquiry was held, in 1882, at Derby, by Dr. P. W. Barry, owing to the death of a child following vaccination. In this instance the Public Vaccinator did not even hold a certificate of "proficiency in vaccination "! It was found that he had used a lancet "without a point, rusty and dirty ; the vesicle opener also rusty and dirty." One of the tubes was coated inside with "albuminous matter" ; others contained " opaque lymph," and one "a little blood." Some tubes were not even sealed, but contained "opaque lymph, slightly bloody." It was reported that the "septic infection" was inoculated into the child "from some dirty appliance" used by this model (!) Public Vaccinator. Pure vaccine lymph
The "pure calf lymph" is what I call pus, but whatever name
is given to it there is no doubt that it is matter taken from a pustule. In
order to obtain this matter a calf is laid upon the table and securely fastened
down, its belly is shaved, and then about 150 cuts are made—an operation which
some people consider very cruel. Into these wounds matter from another diseased
calf is rubbed, and, as a result, pustules grow from each wound. When these pustules have fully developed the calf is again strapped down on the table,
and the pustules are scraped off—another operation which would seem to be very
cruel. The matter thus obtained is pounded in a mortar, and afterwards strained
through a sieve. It is subsequently mixed with glycerine and becomes the "pure
glycerinated calf lymph " of the trade. According to all analogy this is a very
dangerous compound to put into the human blood. It is well known that pus, when
put into the blood, often acts as a deadly poison. Medical men say that there
is no pus in the lymph, but they give no guarantee. If we refer to the columns
in the preceding table (3) headed " Vaccination, Mortality," showing the deaths
from syphilis, we see that between the year 1853 (when vaccination was made
compulsory) and the year 1875 the deaths from that cause of infants under one
year old multiplied fourfold. It is hardly possible to avoid the conclusion
that this slaughter of the innocents was in a great measure due to vaccination.

The first idea of Jenner, and others before Jenner, was to use matter from the cow ill with the disease called cow-pox. This failed, and was dangerous. Jenner's second idea was horse-grease: this failed, also was found dangerous. Later on, others, finding it difficult to get cow-pox, have inoculated cows with human small-pox. A great deal of vaccination has been performed with matter raised in this way. It rested, however, with Dr. Monckton-Copeman to discover a most ingenious method of producing the stuff he wanted. He scraped matter from the corpse of a small-pox patient,* and with that he inoculated a monkey, and succeeded in getting pustules on the monkey. He then inoculated a calf with matter from the monkey, and succeeded in getting pustules on the calf. He then inoculated children with matter from the calf, and succeeded in getting pustules on the children, and a great deal of this matter was sent out by the Local Government Board for vaccinating children. (Shortly after this there began a small-pox epidemic in London.) This method of producing vaccine material did not commend itself, however, to the taste of the British public. Questions were asked about it in Parliament. The Local Government Board, however, instead of standing by its men of science—instead of claiming that they were an authority before which the ignorant public must bow, with strange regard to "ignorant clamour" said that no more of this corpse-monkey-pox should be put into the blood of little English children, and since the Government was hard up for matter for doing the cow-poxing business — of late years they have sent to Germany—obtained from Cologne * some matter with which to inoculate calves in the British Vaccine Establishment. Where the Germans got their stuff from the learned authorities of the Local Government Board do not know, and, apparently, do not care. Any stuff that will raise the regulation pustule on the arm of a little baby will do. They think it is equally effective with any other stuff, in this view of the case they are undoubtedly right ; it is as effective for good as any other of the filthy concoctions with which they have for generations poisoned the blood of our children. Incorrect handling of an opened vaccine vial can result in contamination of
the reconstituted liquid with staphylococcal or other organisms. The organisms
are able to grow in the liquid, all the more so if kept in a warm environment.
Left for more than a few hours, the staphylococcus organism produces large
quantities of toxin. If the vaccine contaminated with toxin is then used, the
recipient can die within hours or become desperately ill. If recognized soon
enough, the condition is possible to treat, but often the diagnosis is made too
late and the child dies. Tragically, several children are usually affected
simultaneously through use of the same contaminated vial.

In the
"Times," of 16th March, 1898, Mr. Chaplin, on introducing the Vaccination Bill,
and referring to the Final Report of the Royal Commission, is thus reported......"I may remind the House that there have been some remarkable
discoveries in recent years, and if we take
advantage of them, as I hope and believe we shall,
they will go far to revolutionise the whole of the
previous system of public vaccination. I am
referring to the results which it is proved are
obtained from the preservation of lymph taken from the calf in glycerine. .
........it appears that calf lymph preserved in this
way possesses remarkable properties and advantages. In the first place, all
extra organisms when the lymph is mixed with glycerine are destroyed. For
instance, it is found that such organisms as the microbes of tubercle,
erysipelas, and diphtheria, and other diseases (even when they have been added
for the purpose of experiment) very shortly disappear, although it retains
its full activity for vaccination purposes.
"Secondly,
it can be kept for long periods, and upon an emergency large quantities can
with facility be supplied; and, thirdly, which is a matter of the first
importance, the necessity for arm-to-arm vaccination, and consequently all
risk and possibility of inoculation with syphilis, whatever it may have been
heretofore, wholly disappears. On this point the Commission makes two
suggestions—that lymph shall be placed within the reach of all, and that no
parents shall be required to submit their children for vaccination by means of
anything but calf lymph."
.......Mr. Chaplin
failed to explain why a system of vaccination, said to be working perfectly, should
require to be revolutionised. Nor did he condescend to illustrate the wonderful
process by which all malific and extraneous organisms, which are known to be
present in the lymph in its crude state, are destroyed, and how, when the
potency of the lymph has been attenuated to the extent of no less than 75 to 94
per cent, by the addition of water and glycerine, it "retains its full activity
for vaccination purposes." Only Mr. Chaplin knows this secret, for those who
informed him certainly do not know how this hocus-pocus is accomplished.......CH

with the utmost indifference to an "extensive inflammation of an erysipelatous
character in the upper part of the thigh of a sucking-colt" for a supply; and he
added, that the lymph thus obtained was the true, and not the spurious, cowpox,

Description
of method used to collect vaccine lymph:
"If the manufacture of lymph in the skin of an animal were
carried on by a coster or any other person not called "scientific "it would
promptly be stopped on account of the cruelty involved.
The process generally adopted for the production of vaccine "lymph" at
Continental vaccine establishments was described in a report on the " Preparation and
Storage of Glycerinated Calf Lymph to the Local Government Board," issued in 1897
(Cd.8587). That report furnished the English authorities with a model for their own
vaccine establishment when calf lymph became the officially recognised brand of lymph in
this country.
Here is a description of the system carried on for forty years at our Government Lymph
Factory. The calf was strapped to a tilting table which was then raised to a horizontal
position. About thirty cuts were made, horizontally, each about an inch long and about a
couple of inches apart. Over each incision a drop of glycerinated lymph was allowed to
fall from a glass tube, and the drop was rubbed in with the flat portion of the blade of
the lancet. The process was carried out by one of the laboratory servants, and was a
somewhat lengthy one.
In order to collect the lymph, the calf, after five days, was again strapped to the
table. Each vesicle was clamped separately, and the crust first removed with a lancet. The
vesicle was then thoroughly scraped with the edge of a somewhat blunt lancet, and the
resulting mixture of lymph, epithelial tissue and blood was transferred to a small nickel
crucible. The collection of all the vesicular matter obtainable from one calf appeared to
take about three-quarters of an hour.
Mr. Thomas Groves and a number of other Members of Parliament saw the whole process at
the Government Calf Lymph Establishment at Hendon on 3 March 1928, and it was not until 1
July 1936, that the calves at that Establishment were killed before the extraction of the
lymph. It was not until 1944 that under the Therapeutic Substances Regulations all private
lymph-manufacturing establishments had to see that the animal furnishing the lymph was
killed before the lymph was extracted.
Describing publicly what he saw at the Hendon Establishment, Mr. Groves said:
These calves are held in, they are bolted and barred so that they cannot move a
fraction of an inch; they are muzzled with straps round their mouths so that they may not
make an undue noise.
These nine M.Ps also saw rabbits in boxes whose backs were a mass of festering
sores, these rabbits being used to re-vivify the lymph.
After 1 July 1936, the calves at the Government Lymph Establishment were killed before
the extraction of lymph, but the cutting of the skin of the living animal, the rubbing
into thirty or more cuts of a drop of lymph, and the festering of the resulting sores,
must have caused these little animals acute misery.
After 1946 the Government Lymph Establishment was closed for the manufacture of lymph,
and the Lister Institute of Preventive Medicine became the manufacturing centre of
Government-distributed lymph. Sheep are used there instead of calves, but in every other
respect the process is the same.----

"HUMAN AND Bovine Tuberculosis.At a meeting of the National
Veterinary Association, on May 8, in a paper written by Mr. J. K. Cox, of the Army
Veterinary Department, several cases were cited where the milk from "wasting cows
" was used for food, and those using the milk were attacked with phthisia and died.
Apparently there is no question among veterinarians that tuberculosis is communicable in
the milk and flesh of animals to man; and if thus communicable in the process of
digestion, how much more must it be communicable when the products of disease from
tuberculous animals are inoculated in the blood under the euphemism of "pure lymph

2003 Bovine TB:
"Bovine tuberculosis is a strain of TB that
infects cows and other animals, but it can also give people TB. The bacteria
that cause bovine TB, called Mycobacterium bovis, are closely related to
M. tuberculosis, the bacteria that usually cause TB in humans. Before the
introduction of the pasteurization process of milk, bovine TB was a serious
problem in Canada, and hundreds of children between the ages of 5 and 15 were
affected and death from this cause was not uncommon. .....Another
factor that helped prevent the spread of bovine TB in Canada was the elimination
of infected herds of cattle, because cows are the source of the disease. When
cattle become infected with TB, the bacteria infect the udders, and are carried
in the milk. Humans that drink this infected milk ingest the deadly bacteria
which produce TB. Bovine TB, when spread to people can cause crippling injuries
to the bones and organs, and can lead to death if untreated.
Before 1960, all cattle in Canada
were tested for tuberculosis and infected animals were eliminated. The federal
government gave farmers money to compensate for the cattle they lost, and today
ensures that all milk sold in Canada is safe to drink by strictly enforcing
pasteurization regulations. Bovine TB is no longer a major health concern in
Canada, and you don't have to worry about drinking milk. However, if you are
travelling outside of Canada, particularly to less-developed countries, it is
important to check the packaging of any milk before you drink it, to be sure
that it has been heat pasteurized."--(Source
