JOURNAL OF NEW ENERGY - AUTHOR'S INSTRUCTIONS

INSTRUCTIONS TO AUTHORS

The Journal of New Energy is a peer-reviewed technical journal specializing in the publication of technical reports on new-energy experiments and theories. Hal Fox is the editor of Journal of New Energy..

The JNE is not interested in the older alternative energy topics such as solar, wind, geothermal, tidal, or biomass energy reports. The journal is more interested in publishing new experimental data than theoretical papers. However, good theory papers that explain some of the newer experimental data are most welcome.

The Journal is abstracted by Chemical Abstracts.

HERE ARE THE DETAILS THAT NEED TO BE FOLLOWED BY THE AUTHORS IN ORDER TO GET A PAPER PUBLISHED RAPIDLY:

An author must provide a complete mailing address, telephone number where author can be reached during publisher's working hours (Salt Lake City, Utah, United States of America), and their EMAIL ADDRESS !

An author may mail or fax an Abstract with author's names, titles, and affiliations, at any time and in any reasonable form. Only one copy of an abstract need be sent. A preliminary decision will be made as to whether the subject matter fits the desired contents of the JNE and the author will be immediately notified.

The following instructions are expected to be observed by authors who wish to have a paper or letter published:

1. Use Word Perfect for PC (any recent version) if at all possible as the word processor. MS Word (any recent version) does not transfer well into Word Perfect format, and some text and graphical information may be lost - or the paper may have to be retyped by someone, some time later.

Please provide the publisher a copy of each paper submitted in the following mediums

a. On a PC diskette (wrapped in aluminum foil and mail to publisher)

b. Hard copy of the paper, printed on paper and mail or fax to publisher)

*** Viruses are so rampant and sophisticated, that internet and email providers as well as anti-virus software programmers are not able to devise anti-viruses for some strains of virus. This is one more reason to provide the publisher with a diskette and paper copy of papers to be submitted for publication. ***

If your paper needs to be retyped in any significant manner, you will be contacted with an estimate of how long it will take the EEMF staff to correct your paper, at the cost of a $25.00 per hour.

Your paper will be subject to the editor's discretion in terms of style, format. Authors will be sent a copy of the paper in final format for review.

THE FORMAT RULES ARE (SEE ANY RECENT JNE ISSUE FOR EXAMPLES):

1. 8.5 by 11 inch pages with 1 inch top, bottom, and side margins; one blank line between paragraphs and headings

2. Please begin with a short abstract suitable for Chemical Abstracts.

3. Include titles in references. Use numbers in square brackets [x] references in body of paper. Please DO NOT use superscripts for references. Be sure to use complete references, including Author, Title of paper, Publication or Title of book it appeared in, volume, issue, page number, (year). If the reference is a book, give Author, Title, Publisher, and year of publication, page numbers

4. When referring to figures, use exactly as follows:

Fig. x, where x is the number of the figure number and is an integer. The precise string, "Fig." is used in a search and retrieval program that we have developed to tell the computer to display the figure (for later use on CD-ROMs). Please give us very clear original artwork or computerized artwork for all figures in separate *.gif or *.tif files. Xeroxed copies are not adequate.

5. Put the title in Bold and use ALL CAPITAL LETTERS; Use Bold for all paper headings and DO NOT use underlining; You may use bold to emphasize, italics as explanatory notation, and quotes " ".

.6. Authors or their employers will be invoiced for production costs sufficient to cover the cost of publication in excess of subscription funds received. This will never exceed $10/page. The JNE will try to match donors with authors from developing countries so that all acceptable manuscripts can be published.

7. Each author whose paper is published in the Proceedings will be sent a copy of the Journal along with an invoice for the page charges.

8. The acceptance of your paper normally means that it will be sent for peer review. The reviewer's name is not secret. Any significant reviewer's comments will be shared with the author(s) with the name and communication data so the author and reviewer can discuss any questions.

9. For conference proceedings, an appropriate copy of your paper must be provided before the conference or at the close of the conference. The presentation will be considered to be a peer review. The editor reserves the rights to publish any comments concerning the paper that are received during the conference or subsequent to the conference and prior to printing.

10. The editor reserves the right of decision as to whether your paper will be published in the Proceedings. Papers that are not received in time or papers that do not follow the guidelines will not be published in the proceedings but can be submitted to the journal for peer review and later publication.

11. Papers may be submitted in advance of a conference. Such submission will help the journal staff in getting the paper ready for publication. Authors may choose whether their address is provided as a footnote to page one of the paper, or whether the author desires to be contacted through the journal's office.

12. The JNE will not publish emotional comments or personal attacks (except those directed against the editor), however, the JNE encourages discussions and constructive criticism through letters to the editor.

The publisher and editor have reserved the right to publish some selected papers without peer review. Such selections will be so labeled. An occasional student paper may also be selected and published. Papers from eminent scientists may be published without peer review and review comments solicited from readers. Papers reporting on extraordinary and novel discoveries may be beyond the role of peer review. For example, where would one find a peer for the work being done on high-density charge clusters or nuclear transmutation. Such papers citing experimental data and observations may be published without peer review. In all cases, such papers will be identified and comments sought.

One of the main goals of the JNE is to have a rapid response time for important new experimental and theoretical papers. The JNE will make every effort to publish papers within two to four months after receipt of papers.
