<P>PLEASE transmit the following communication to M. Beck, on behalf of the French Government. </P>
<P>"The Government of the Republic believes that, in the present circumstances, it can contribute to allay the preoccupations of the Government of Luxemburg by declaring its firm intention, should the need arise, to respect the inviolability of the Grand Duchy's territory. It is only in the event of an infringement of that inviolability by another Power that the Government of the Republic might be compelled to change this attitude, in order to secure its own defence." </P>
