PRESIDENT MOSCICKI has just sent the King of the Belgians a telegram thanking him for his "noble" speech. "Poland," he adds, "is also convinced that a lasting peace cannot be founded on the crushing of the weak, and equally that the surest guarantee of peace lies in the peaceful settlement of international affairs by means of direct negotiations conducted on the basis of mutual respect for each other's rights and interests."
