High Density magnetic inertial drive thruster patent

Hi Folks!

Here is an odd patent which claims to produce a thrust from
a superconductor generated magnetic field. I don't get it
as what is the magnetic field pushing against? Aether would
be the first choice, but they indicate the flux density is
so high that it produces an inertial thrust, I could see
nothing in the parts I read that said they actually built
and tested it;
