Author is the very knowledgeable Judy Wall, editor of "Resonance" newsletter.

The mind-altering mechanism is based on a subliminal carrier
technology: the Silent Sound Spread Spectrum (SSSS), sometimes
called "S-quad" or "Squad". It was developed by Dr Oliver
Lowery of Norcross, Georgia, and is described in US Patent
#5,159,703, "Silent Subliminal Presentation System", dated
October 27, 1992.

They detail the research, from the 1960's and 1970's, of Allen Frey,
Joseph Sharp & Mark Grove, also the Philip L. Stocklin patent from 1989.

Now the new SSSS system seems different in that it claims to transmit not
messages or sentences, but actual emotions and emotional states...
So, as you see, the whole domain is not that "far-fetched", and it does have
some rather scary implications. Do a search on "MK Ultra", for instance, and
you'll find dozens of sites dealing with alleged super-secret mind-control
projects and electronic harrassment on former victims by US secret services.
A lot seem way too paranoid in my opinion, but...
A few weeks ago, a documentary on Russian "psychotronic" mind-control was
aired on French TV. To my surprise, I found that the same paranoia is
rampant in Russia and that alleged victims of such secret projects meet
every week on the Red Square for a silent protest sit-in. We also meet a
curious character who designs personal protection gadgets against these
techniques. And there is a long sequence on Dr Igor Smirnov, leading Russian
researcher on this "voice-in-your-head" technology. The FBI actually
contacted him during the Waco siege, they wanted to transmit a "voice of
God" that way to reason Koresh and his disciples, they wanted Charlton
Heston to record the voice... Smirnov worked on it but it was not used after
all.
Reassuringly, Smirnov, who says he was never involved in "hostile
mind-control" for the military or secret services, uses this technique
(which he claims communicates directly to the subconscious) to cure medical
mental problems and drug addiction.
