More on Speed of Light

Hi all!
While reading some older posts here, a comment made by Jerry in one of those
posts started me thinking about the speed of light once again. The comment was
in the thread: Re: Power from the Ionosphere

The last line is what got me thinking about this topic again. Is this true?
Well, I guess it would have to be true for the speed of light to be constant,
right? Doesn't this seem like it would break some law of physics? This
further leads me to think that the speed of light is not constant, and is
actually only a result of some other phenomenon. Again, this other phenomenon
(for lack of a better word at the moment) travels at speed C in all directions
and passes right through matter. Light on the other hand travels on this
phenomenon, and slows down when traveling through certain other mediums, but
then regains it's speed because once past that medium, it is accelerated to the
speed the other phenomenon is travelling at by that phenomenon. Are you still
with me <g>... In this case, maybe C should not represent the speed of light,
but instead the speed of this other phenomenon. Again, this also the only way
I can see that the speed of light could be constant relative to the medium it
propagates through (see my posts in the speed of light thread for my first
thoughts on this topic) This would make more sense to me than current
explanations. I wonder what implications this would have on time travel
theories, etc., as most of the things I read about this, are base on the
perceptions of what one person see's as opposed to another, and we cannot see
without light, (and it is all based on the speed of light being constant). Any
thoughts on this would be welcome, but I would rather hear your thoughts about
the speed of light, then the time travel stuff as that was an after thought and
probably a subject for another thread.
