Does anyone have more information or heard of a process by which one
can take a balloon and treat it in a solution (this solution prevents
the balloon from exploding), then blow it up with helium, then dip the
inflated balloon into a rubber like substance or solution (this solution
allows the balloon to be elastic while inflated, giving you the ability
to fashion it with your hands in any way or shape you wish. Once the
solution dries the inflated and fashioned balloon becomes hard.
