You can produce a ZPE window using a spherical or cylindrical geometry to
which is applied a static charge. Inside a zero field results, with vector
cancellation upon the center or axis. The charge is pulsed and the
detector, an electron emitter, is thereby resonated. As electrons leave the
matrix, holes are repopulated by pair production from the interceded vacuum.

That's it, I believe. In practice, this is tricky to do, and stabilize to
the point where usable power results. Perhaps that is why Keely and Tesla
resorted to the reinforcing power of natural vibrations from the planet.
