Joe lives in the next town over from me, and, although he has now gone
silent, due to constant harassment, I have seen enough to believe in there
is something to it.
There are a few things not in the article or Hilton's paper.
1) Joe recieved his abilities to "sense" energies after a very severe motor
accident. This is how he discovered a complementary flow co-existant with
electrons, which may be siphoned off. It has a natural affinity with water,
which he uses as a collecting medium. The theory, and how it relates to
construction of the device, is in Hilton's paper.
2) He is into gematria, the science of numbers, and uses the parting or the
Red Sea as an analogy for the above separation that resides in his
re-structured water.
3) A second method of testing the conditioned water is used, not revealed
in the literature to date. It involves a kind of DC-connected electrolytic
cell which causes the water to visibly oscillate up an down the sides of a
glass container, thus exhibiting the stored power being returned to its
latent state.
4) Joe has also done much related work on water purification for
agricultural use.
Lest it go unnoticed by some, there is no input to the manifold, the effect
is conductive _through_ solid metal and encompasses the entire engine
block, causing it to run cold.
