There are various aspects to affect electronics in a detremental way. =
The
simplist way is to desensitize a sensor system, next is Electromagnetic
Interference (EMI) where mild to severe interference can happen =
rendering
equipment useless, then there is catastrophic failure.. as in directed =
energy
weapons where once it is turned off.. damage to the equipment is =
permanate.
There are emission requirements placed on consumer electronic equipment=20
as required by FCC. Then there is susceptibility requirements that =
provide
some 10v/m of immunity, ex: CE mark. Medical susceptibilty to radiated=20
emissions have special requirements seperate just for medical devices.
Automobiles also have radiated susceptibilty requirements SAE =
specifications
and can be as high as 200v/m... this due to transmitters now placed in =
automobiles
like CB, HAM, cellular, Business bands, etc, all the way up to radar =
frequencies.=20
So when they showed this "directed energy weapon" if no permanate damage
was obtained, then it was just EMI. In the Navy they have a ECCM which =
is
an active electronic counter counter measures system that emits high =
power
signals in missle bandwidths that interfere with the internal radar of =
the missle,
thus affecting it's guiance. This system can also "burnout" the =
frontends of
missles or even aircraft weapon/radar systems. =20

EMI itself exists for all electronic systems! It is just a matter of =
finding the vulnerabilty
signals and levels that affect the electronics. For example I know of =
couple systems
(especially commercial items since they tend NOT to have any =
susceptibility=20
requirements placed on them), apnea monitors, electronic wheel chairs, =
ATM
machine.. that spit money out!, Power meters attached to the house (can =
turn
them actually backwards), TV's, radios, car alarms, garage door openers,
(pace makers that are fixed now to 200V/m now), MRI machines are very
susceptible, computer monitors, and zerox copiers. There are many many
more systems that are susceptable without permanate damage, and may
vary from same equipment to same equipment due to cable/compoent layout=20
differences inside the cases.

I just saw the segment on 20/20 tonite (Wednesday 10FEB99) about the =
directed energy weapons. It was way cool. They showed a demo, where a =
retired naval engineer used a homebrew RF transmitter and deactivated an =
IV pump, a car ignition system, and 2 PC's. Way cool. Kinda scary too!
