This came in from a very respected electronics guy who monitors the
archives periodically;

The self charging capacitor threads on your forum missed it
completely.

The process is ancient, expected, and well known. It is caused by
lateral dielectric charge migration, and goes by the name of
"bounceback".

The first hour of utility lineman school lecture #01-A is always on
bounceback.

There is a simple test you can make to determine if a lineman stayed
awake during the bounceback lecture - they are the ones who are still
alive.
