That's Radio For Peace International, transmitting from Costa Rica. I think
they're only around 10 kW. I've heard them often on good days, but there
was a minor magnetic disturbance this weekend. Their antennas also seem to
blow down from time to time, but they supposedly just got done repairing
them.
